1 | Organization of IPD Sholi Orientation Workshop All the Advisory Committee Members, the highest governing body of Integrated Panchayat Development (IPD)-Sholi – Sub Mission of IIRD have attended three days orientation workshop which was held at the Headquarters of IIRD in Shimla from 17th to 19th October 2014. The workshop was organized for equipping those in-charges of ground level administration of the Model Panchayat Project with all the details and skills required. Along with that the rules and other details regarding the management of IPD was decided. There will be totally 19 members in the Advisory Committee where as seven of them will be special invitees. |
2 | Launch of Panchayat Swachhata Abhiyan (PSA)- Sholi IIRD through its unique initiative of Integrated Panchayat Development (IPD); an endeavour to convert a Gram Panchayat into a tinny republic, organized PanchayatSwachhataAbhiyan in SholiPanchayat to clean the streets, roads and infrastructure of the Panchayat in align with the Swachh Bharat Abhiyan by Govt. of India. The campaign was officially launched on December 6, 2014 at Sholi village where Managing Director (MD) of IIRD, too, wielded broom and cleaned the streets alongwith the villagers for three hours. Total 450 volunteers including school children and villagers form Sholi village have actively participated in the movement. |
3 | Solar Electrification of Streets under IPD Sholi Eco-friendly solar light powered streets cum habitat light facility initiated by IIRD under its unique initiative-Integrated Panchayat Development (IPD) Sholi is under process of installation in different parts of SholiPanchayat of Shimla district, Himachal Pradesh. The points of installation are decided by GPS mapping facility. IIRD is in planning to install total 500 lights in the Panchayat. Till date 150 lights has successfully been installed. |

5 | Mushroom Cultivation under IPD Sholi The Oyster Mushroom farming facility initiated by IIRD in Sholi Gram Panchayat is getting more popular as several households showed interest to facilitate it in their respective houses. The initial farm site is now having 212 bags of mushroom which is now in harvesting stage. Till date under 1st plucking total 20 kg of mushroom has been procured and sailed to villagers. |
6 | Completed a Training Programme – ‘Animal Rearing and Women Related to Dairy’ IIRD successfully executed a training programme on ‘Animal rearing and women related to dairy’ sponsored by Himachal Pradesh State Co-operative Milk Producers’ Federation Ltd. (HP MILKFED), Tuto – Shimla, Govt. of Himachal Pradesh under RashtriyaKrishiVikasYojana (RKVY) functioning under National Mission for Protein Supplements (NMPS) of Department of Agriculture & Cooperation, Ministry of Agriculture, GOI. The objective of the programme was to make aware and well trained the mountainous people for getting more milk from their milch animals. Under this programme, IIRD has executed 75 training programmes for milk producers of five districts in Himachal Pradesh between February 6 to September 9, 2014 for 13018 milk producers. |
7 | Completed a Benchmark Study – ‘Milk Production Scenario in Kullu of HP state’ IIRD successfully completed a Benchmark Study on Milk Production Scenario in Kullu District, Himachal Pradesh. The Study was sponsored by HP MILKFED, Shimla, HP. In order to augment its sphere of operation, the HP MILKFED plans to intensify its services to the farmers of Kullu. The present report is a brief feasibility study of milk production scenario of whole district in general & the surroundings of Chilling Plant-Mohal (i.e., Kullu-Manali-Banjar areas) and Milk Processing Plant Duttnagar (i.e., Anni&Nirmand areas) in particular. |
8 | Training Programme on Co-operative Movement for Milk Producers IIRD successfully executed a training programme on ‘Co-operative Movement’ for Milk Producers’ Co-operative Societies Management Committee (MPCSMC) (Registered under HP MILKFED) Members of Kangra, Sirmaur and Kullu District. Till date 510 MPCSMC Members has gone through this training programme in three different venues. 10 | Adult Education Programme (AEP) Under AEP of IIRD, two groups of minority women, representing 25 women of Shimla City are getting basic education. Till today these women have successfully completed 10 months of their training. On the successful completion of 9 months of their studies the Senior Faculty of IIRD has conducted an examination of these women students. The results were found satisfactory. Now on the request of these women IIRD is searching opportunity to conduct examination, so that, they could got certificates form of the Education Department. |
11 | IIRD got 3rd eNGO Challenge South Asia 2014 Award IIRD was awarded by the Grand Jury of 3rd eNGO Challenge South Asia 2014 as 2nd Runner Up for developing customized Enterprise Resource Planning (ERP) and Human Recourse Management (HRM) tools for greater operational efficiency. Out of five categories IIRD was awarded for ‘Organizational Efficiency’. This category focuses on NGOs who use ICT and digital media tools for improving and enhancing their organizational efficiency and bringing transparency within the organisation. |

8 | Field Verification on Panchayat Empowerment and Accountability Incentive Scheme (PEAIS),Himachal Pradesh Ministry of Panchayati Raj (MoPR), GoI launched PEAIS in 2005-06. Under the scheme States/Union Territories (UTs) have been covered based on the extent to which they have devolved funds, functions and functionaries(3Fs)to Panchayats. As of2011-12, this scheme has been enlarged to cover more panchayats to incentivise panchayats based on performance indicators. For the verification of different panchayats, the field visits were organized by IIRD in collaboration with the Department of Panchayati Raj as State Level Verification Team, to verify the rating already done by the applicant planning units/ district level scrutiny committees in Himachal Pradesh. |
9 | Preparation of Vision Documents as a Technical Support Institute (TSI) The IIRD is facilitating District Planning Committees of Chamba, Himachal Pradesh and Chamoli, Uttarakhand in a Decentralised District Planning process as TSI. The programme has given IIRD an opportunity to engage in a wide range of dialogues and consultations with the general public, district level department heads, academicians, social workers and different groups at community level. The first exercise carried out in the process was to make a compilation of reports and documents collected from almost all major departments as well as parastatal agencies. 11 | Plan consolidation at Gram Panchayat level: Involvement in ‘PlanPlus’ The IIRD has worked for ‘PlanPlus’ under the BRGF district Chamba. PlanPlus is a software developed by the National Information Center (NIC), under the guidance and direction of Ministry of Panchayati Raj, in order to strengthen the decentralized planning process. The software is a web-based application which captures the entire planning workflow starting from identification of needs, to the plan approval process till the final approval by the District Planning Committee. The software is highly generic and can be extended to capture the plans prepared by line departments at the state and central level to generate the National Plan. |
12 | Conducted Training Need Assessment on Disaster Management With the blessings of Shri Mata Vaishno Devi, the delegates of IIRD got an opportunity to visit the shrine and contribute in the development vision of the shrine board by conducting Training Needs Assessment for the members of Disaster Management Task Force of Shri Mata Vaishno Devi Shrine Board (SMVDSB). Accordingly, IIRD Shimla designated three experts of its Centre-Centre for Disaster Management specialized in their respective fields vis. disaster management, critical infrastructures and training need analysis. A detailed on field and off-field study for a week was conducted in a phased manner and a report has been submitted to the CEO of SMVDSB. |
13 | Launch of School Safety Initiatives (SSI) Himachal Pradesh is a mountainous state with diverse climatic and geographic conditions. It is a multi hazard state for both natural and man-made disasters, like, earthquakes, landslides, floods, fires, etc. School safety has emerged as a very prominent issue which needs to be prioritized in line with disaster management initiatives. 18 | Detailed Project Report (DPR) of Indora watershed, Kangra IIRD Shimla is supporting the Rural Development Department, Himachal Pradesh in preparing DPRs on integrated watershed planning in many districts including the one for Kangra district. The proposed watershed area in Kangra district is located in its In dora block spanning across 9 Panchayats and 41 villages. The process of preparing the integrated watershed planning to produce DPR started with data collection from the field both from secondary sources like the Patwari, Gram Panchayat and primary data collection through household surveys and PRA exercises. |
19 | Detailed Project Report (DPR) of Nirmand watershed, Kullu The proposed watershed area in Kullu district is located in Nirmand block, spanning across 10 Panchayats. The geographical area of the watershed is 5218 ha. 20 | Detailed Project Report (DPR) of Development Block – Pooh, Kinnaur The proposed watershed area is located in its Pooh block of Kinnaur district. It spans 6 Panchayats and 7 villages. The watershed area under reference consists of 6 gram panchayats namely Leo, Aasrang, Thangi, Morang, Pooh and Nako. As per the Panchayat records, the watershed project covers 1736 households with a population of 7057 people. |

24 | Dissemination and demonstration of water harvesting, conservation and ground water recharging technologies The project, ‘Dissemination and demonstration of water harvesting, conservation and ground water recharging technologies through institutional linkages for sustainable livelihood’ is an IERP project sponsored by G.B.Pant Institute of Himalayan Environment & Development (GBPIHED),Kosi-Katarmal,Almora-263643, Uttarakhand, India. IERP-Integrated Action Oriented Research, Development and Extension Programme (termed as Integrated Eco-development Research Programme, IERP is one such activity, and is implemented in three major areas of the country, namely, Western Ghats, Eastern Ghats and Himalayan region. However, IERP on Himalayan region was given priority by the Ministry of Environment & Forests (MoEF) owing to its youngage, complex geology, peculiar drainage of the major rivers and the relative fragility of the complex forest eco-system. It was with this aim, the MoEF entrusted this responsibility by transferring the IERP for the Himalayan region to GBPIHED w.e.f. April1, 1992. |
25 | Formulating flora & fauna conservation plan This research study was conducted by IIRD on behalf of M/s Lafarge India Pvt. Ltd. to study the status of wildlife within a10 km radius of its project area: Tehsil Karsog, District Mandi, Himachal Pradesh. An action plan was prepared for wildlife conservation. This study was required for M/s Lafarge India Pvt. Ltd. to seek environmental clearance from the MoEF, in order to set up its proposed cement plant in Ghanger village (located at a distance of ~ 6 km from Tattapani) and a proposed mining area in the village of Talehan of Tehsil Karsog, District Mandi, Himachal Pradesh. Beside this, a legal requirement was another reason to accomplish this study to fulfil a commitment of the company towards sustainable development with conservation of wildlife and environment. |
26 | Orientation Meeting on the Impact of Inorganic Agriculture on Environment An orientation meeting regarding the impact of inorganic agriculture on the environment was conducted at Luhri Hydro Electric Project (LHEP) site. The meeting was presided over by Mr. S.K Sharma, General Manager, LHEP accompanied by other important functionaries of LHEP. The IIRD was represented by Hon. Director Dr. L.C. Sharma and Dr. Ajit Singh Naosekpam. It was a lively and interactive meeting in which wide issues related to harmful impacts of inorganic agricultural practices were discussed. |
27 | Safe food processing “Himalayan Safe Food” is a brainchild of young agri-horticulture professionals at IIRD, who have developed a concept of ‘Safe Food’ for the community to meet the demand for healthy and chemical-free food for local and export markets. IIRD has taken a challenge to adopt organic farming and good agriculture practices through producer groups in the Himalayan region. Under this process, safe food procured by IIRD will be available in the market under the brand name “Himalayan Safe Food”. In the near future, IIRD will organize producers in different groups and federate them under one roof and will provide facilities of organic certification, good agriculture packaging and practices, inputs, trainings, technical support, agri-clinic services, and soil & water testing facilities. Above all, they will be given complete marketing support for their produce. Through our supply chain management system, we will procure their produce, pack and market it through our brand name “Himalayan Safe Food”. |
28 | Life Skill Building Education Programmes The life skills based education programmes are intended to empower youth in challenging situations. Life skills have been defined by the World Health Organization (WHO) as ‘abilities for adaptive and positive behaviour that enable individuals to deal effectively with the demands and challenges of everyday life’. Practicing life skills leads to qualities such as self-esteem, sociability and tolerance, the ability to take action and effect change, and the capability to decide what to do. Life skills are thus distinctly different from physical or perceptual motor skills, such as practical or health skills, as well as from livelihood skills, such as crafts, money management and entrepreneurial skills. |
29 | Promotion of Rural and Adventure Tourism The IIRD has felt a need to launch an employment-linked tourism promotion programme to use the potential of the picturesque nature and, social, economic and cultural uniqueness of rural India. In this direction, IIRD has prioritized the promotion of rural and adventure tourism. In this regard, some villagers in the State of Himachal Pradesh have been hired to promote the village tourism. In future they had been consulted for the same and the comprehensive guidelines will be developed to strengthen them to adopt the concept. 30 | Training programme on Clean Milk Production IIRD participated as a technical support institute (TSI) in the ‘Clean Milk Production Scheme’ which began in 2004-05 for creation of necessary infrastructure for production of quality milk and milk products at the farmers’ level, up to the points of consumption by improvement in milking at the farmers level through training and by strengthening infrastructure to create mass awareness about importance of clean milk production. In September 2012, IIRD organized an Entrepreneurship & Skill Development Training Programme on Computer Hardware & Networking at IIRD Complex, Shanan, Shimla. In the training Rajiv Gandhi Udyami Mitra Yojana (RGUMY) was described in detail. The basics of the computer hardware and networking were the prime components of the training programme. |
32 | Entrepreneurship & Skill Development Training Programme on Food Processing Under the sponsorship of NIESBUD a five days entrepreneurship & skill development training programme on Food Pr ocessing was organised by IIRD in two sessions. The 1st session was organised between September 28 to October 21, 2012. The 2nd session was organised between October 28 to November 21, 2012 at district headquarters, Shimla. Different government schemes were introduced to the participants in the training programme. The participants also received practical exposure to food processing. |

Different government schemes were introduced to participants in the training programme. The training was focussed on transferring techniques related to housekeeping & hospitality toward the participants. |

35 | Introduction of Image Digitization Technology IIRD joined hand with Chennai based digitalization company XCallibre India to promote and transfer the new technology in the development sector so as to facilitate and improve efficiency with IT Enabled Services. A MoU has been signed by both the companies in this regard. Accordingly, IIRD will conduct process innovation and research to recommend the XCallibre’s digitalization technology in Himachal Pradesh, Punjab and Jammu & Kashmir amongst the Govt., NGOs and development sector |
36 | Workshop on Integrated Decentralized District Planning The district level workshop on Integrated Decentralized District Planning was facilitated by IIRD as TSI for finalizing the planning and financial benchmarks and devising fund allocation pattern for different priorities in light of preparing perspective and annual plan for 12th five year plan period. The workshop was organized in Bachat Bhawan Chamba on March 8, 2013. |
37 | IVD rationale & opportunities Having worked with state and centre government for a long period on different aspects, the quest of IIRD to make some tangible and demonstrable contribution in development sector remained unfulfilled as the smaller and isolated activities, which do not bring lasting impacts. The IIRD’s management has thus resolved to take up some activities in integration with different aspects especially in rural India. This unique initiative came out in the shape of IPD-A model panchayat initiative of IIRD. |
